Ziyang David Fan serves as Senior Vice President, Technology and Innovation, at the Silicon Valley Leadership Group (SVLG), where he leads the organization’s technology policy agenda. He is also the inaugural Executive Director of the Institute for California AI Policy (ICAP), an SVLG initiative focused on AI policy and its societal implications, from the workforce to education.
Ziyang brings more than two decades of experience across technology, government, and international institutions. He previously served as Head of International Government Relations Policy at PayPal, and was a founding team member of the World Economic Forum’s Center for the Fourth Industrial Revolution, where he served as Head of Digital Trade and co-led the Digital Currency Governance Consortium. Earlier in his career, he led Airbnb’s legal and regulatory work across Asia-Pacific and served as Assistant General Counsel at the U.S. Trade and Development Agency. Since 2018 he has taught at UC Berkeley’s Goldman School of Public Policy, where he designed the school’s first graduate course on technology policy.
Ziyang holds a law degree from The George Washington University and a bachelor’s degree in economics and political science from the University of Wisconsin–Madison.
